Genies are elemental humanoid outsiders. Djinn are air genies. Some of them possess noble blood that lets them grant wishes to non-genies who captured them.

Wholly impossible attempts cannot succeed (the effective skill level must be at least 3), but the noble djinni can choose any result that would be possible – however improbable – on a single normal die roll.
